The quality of vocational education institutions (vocational education) is an issue attracting the attention of managers, entrepreneurs, parents, students as well as the whole society. Therefore, testing the quality of vocational education has been identified as one of the important tools for an institution to claim their position and training effectiveness.

 

 Standardization of vocational training

 

The team of external evaluation experts under the Vietnam Testing and Education Consulting Joint Stock Company (VTEC), led by MSc Pham Tan Khoa, have just had an official survey to serve the external evaluation of Mien Trung Industrial and Trade College under the vocational education quality evaluation standards of the Ministry of Labor, War Invalids and Social Affairs.
Within a week, the external assessment team focused on assessing the entire College activities, including contents such as survey facilities; Interviewing administrators, managers, mass organizations, lecturers, entrepreneurs representatives, alumni and students studying at the College. Besides, the members of the evaluation team also work separately with each specialized group on the criteria and standards according to the self-assessment report of the College.
Dr. Tran Kim Quyen, Principal of Mien Trung Industry and Trade College, said: Vocational Education Quality Testing is the evaluation and recognition of the degree that the vocational training institution or training program of the vocational education qualifications meets the standards of vocational education quality accreditation according to regulations of the Ministry of Labor, War Invalids and Social Affairs. To be external evaluated this time, for many years, the College has always innovated, improved the quality of training, regularly organized self-assessment to continuously improve management capacity, management and improve training quality to create and meet the needs of high quality human resources of enterprises.
The vocational education quality Testing is determined as a measure of training quality, Mien Trung Industry and Trade College has focused on investing in facilities, equipment for practice, improving the quality of its faculty; program development, curriculum … In particular, the College has actively coordinated with more than 200 enterprises inside and outside the province to exchange information and provide resources between vocational training institutions and businesses; training contracts for employees of the enterprise; cooperating with businesses in creating jobs for thousands of students after graduation.
The set of standards for the Testing of vocational training institutions includes 9 criteria and 100 standards. In which, 9 criteria, including: Objective, mission, organization and management; Training activities; Teachers, administrators, officials and employees; Programs and textbooks; Facilities, training equipment and library; Scientific research, technology transfer and international cooperation; Financial management; Service learners; Quality monitoring and evaluation.
According to MSc Pham Tan Khoa, on the basis of the school’s self-assessment, during the official survey for external assessment, for each standard, the delegation clearly stated the strengths and limitations, and at the same time gave recommendations. It is recommended that the College promote its strengths and overcome the shortcomings with the aim of constantly improving the quality of vocational training and improving operational efficiency. Based on the results of quality Testing, the College will have an objective and comprehensive overview, have the basis to accurately identify the strengths and shortcomings that need to be overcome, from which to improve and build into high quality construction site as approved by the Prime Minister.

Confirming effectiveness of training

 

The quality of vocational training institutions is currently attracting the attention of managers, entrepreneurs, parents, learners and the whole society. This makes the competition among vocational training institutions more and more fierce, not only between domestic and foreign institutions but also between domestic vocational training institutions. Competitive advantage will belong to which training institution is of high quality.
MSc Pham Tan Khoa said: The quality of training is always the top concern of vocational training institutions. Therefore, Testing of vocational education quality has been identified as one of the important tools to improve the quality of training. Testing the quality of vocational education, associating training with the human resource needs of enterprises, the needs of society is a long-standing requirement. However, at present, when vocational training is oriented towards training according to the needs of the labor market, and training under the labor contract mechanism associated with job creation, contributing to job creation for workers. The more attention is paid to the issue of vocational education quality Testing.
In Phu Yen, in recent years, vocational training for employees is one of the important indicators for socio-economic development of the province. In 5 years (2015-2020), the whole province created new jobs for about 120,000 workers. Unemployment rate of the whole province by the end of 2020 decreased to below 2.5%. We have vocational trained at colleges and secondary schools for nearly 12,000 people and organized regular vocational training for more than 26,000 rural workers. The rate of trained workers increased from 55% in 2015 to more than 70% in 2020, of which trained workers is 51%. The increasing ability of apprentices to have jobs and stable incomes after graduation has contributed to orientating and gradually changing the society’s perception of the role of vocational education.
In order to continue to improve the quality and efficiency in vocational education, along with promoting tripartite cooperation between College – Entrepreneur – the State; clearly strengthening the training quality management measures, regularly supervising and inspecting and examining according to the criteria for ensuring the quality of vocational education; oriented vocational institutions to autonomy and self-responsibility within the prescribed legal framework (renewing teaching methods, increasing the application of information technology, increasing enrollment sizes, improving the quality and structure of occupations Training to follow the requirements of the labor market and the needs of the business …) is very necessary.
Dr. Tran Kim Quyen said: The fact that Mien Trung Industry and Trade College was selected to officially survey for external assessment is a testament to the College’s efforts over the years in innovation and quality improvement to meet the increasing demand for the quality of human resources of enterprises and the labor market. This is also an opportunity for the College to review the criteria and standards for early recognition of education quality accreditation in the coming time.
